UNICEF Turkmenistan Launches Youth Competition Ahead of COP31: A Genuine Opportunity to Be Heard or a Formal Initiative? UNICEF Turkmenistan has announced the launch of a youth creative competition dedicated to climate change and sustainable development. Young people between the ages of 12 and 35 are invited to create an illustration expressing their vision of a sustainable future. Selected works will contribute to the Youth Climate Statement, which is expected to be presented to world leaders at the 31st United Nations Climate Change Conference (COP31). The submission deadline is 28 August 2026, and detailed participation guidelines are available through UNICEF Turkmenistan’s official communication channels. Initiatives such as this have the potential to encourage young people to engage in discussions on global environmental challenges. However, their true value depends on whether participants are able to express their ideas and opinions freely and without fear. In Turkmenistan, international human rights organizations have for many years documented serious restrictions on freedom of expression, freedom of association, and the activities of independent civil society. Against this backdrop, an important question arises: will young participants genuinely be able to express their own views, or will they feel compelled to conform to officially approved narratives? We hope that UNICEF Turkmenistan will ensure that this competition is conducted in a transparent, inclusive, and non-discriminatory manner, providing an environment in which young people can freely share their thoughts, ideas, and creative visions for the future. It is essential that youth participation reflects authentic perspectives rather than becoming a purely symbolic exercise or one shaped by external pressure. The voices of young people matter only when they are free, independent, and genuinely heard. These principles are reflected in the United Nations Convention on the Rights of the Child, which recognizes every child's right to express their views freely in all matters affecting them, as well as in broader international human rights standards protecting freedom of expression and participation.
