Turkmenistan continues to systematically violate its citizens’ right to obtain identity documents abroad. Despite the clear requirement of Article 29(3) of Turkmenistan’s Migration Law and the Constitution of Turkmenistan, diplomatic missions do not issue passports to citizens abroad. Instead, citizens are forced to return to Turkmenistan for passport renewal—where they risk being subjected to an exit ban under Article 30(9), a provision that contradicts international law, freedom of movement, and the right to family reunification.
