The United Nations Officially Raised the Issue of Karakalpakstan: Why It Matters The United Nations Committee on the Elimination of Racial Discrimination has officially published its concluding observations on Uzbekistan following the review of the state report in Geneva. Most importantly, the document directly and specifically addresses issues related to Karakalpakstan and the Karakalpak people. Particular importance should be given to the fact that the Turkmen Helsinki Foundation for Human Rights prepared a Russian translation of the key sections of the document concerning Karakalpakstan. At first glance, this may seem like a simple translation of an international document. In reality, however, it is a much more significant contribution. Official United Nations documents often remain accessible only to a narrow circle of diplomats, international lawyers, and specialists. Ordinary people, activists, journalists, and members of civil society in the region frequently do not have the opportunity to familiarize themselves with such materials because of language barriers or limited access to international platforms. That is why this kind of work is especially important. Thanks to the translation, the official international document has become accessible to a much wider audience across the post-Soviet region. The content of the document is highly serious. The United Nations Committee expressed concern regarding: — the events of July 2022 in Karakalpakstan; — the killings and injuries of protesters; — arbitrary detentions; — torture and ill-treatment; — pressure on activists, lawyers, and journalists; — the use of vague “extremism” legislation; — racial profiling of Karakalpaks; — the reduction in the use of the Karakalpak language; — insufficient representation of Karakalpaks in state institutions. It is especially important that the United Nations Committee specifically mentioned Dauletmurat Tajimuratov and called for the implementation of the opinion of the United Nations Working Group on Arbitrary Detention. The Committee also called on Uzbekistan to: — conduct an independent investigation into the July 2022 events; — publish the report of the parliamentary commission; — ensure the protection of human rights defenders and civil society; — preserve the Karakalpak language and cultural heritage; — ensure genuine participation of Karakalpaks in political and public life. In addition, Uzbekistan is required to provide the United Nations within one year with additional information on the most critical issues related to Karakalpakstan. At a time when many prefer to avoid difficult topics or reduce discussions of human rights to formal statements, the work of independent human rights organizations becomes especially valuable. Problems do not disappear simply because people stop talking about them.
