The Dayanç Human Rights Platform of the Civil Movement (Turkmenistan) to Raise the Issue of Transnational Repression at the OSCE Meeting in Vienna

The Dayanç Human Rights Platform of the Civil Movement (Turkmenistan) to Raise the Issue of Transnational Repression at the OSCE Meeting in Vienna On 29–30 June 2026, the Dayanç Human Rights Platform of the Civil Movement (Turkmenistan) will participate online in an OSCE (Organization for Security and Co-operation in Europe) meeting in Vienna dedicated to human rights and security issues. During the meeting, the Platform will present a comprehensive report on transnational repression against citizens of Turkmenistan. Through its statement and report, the Dayanç Human Rights Platform of the Civil Movement will draw the attention of OSCE participating States and international partners to the persecution and human rights violations faced by citizens of Turkmenistan beyond the country's borders. The report addresses deportations, alleged enforced disappearances, pressure on the families of civic activists, the refusal to issue or renew passports through Turkmen diplomatic missions, and serious concerns regarding violations of the principle of non-refoulement. Particular attention will be devoted to the cases of Alisher Sakhatov and Abdulla Orusov, whose whereabouts remain unknown after their release from a removal center in Türkiye, as well as the case of Maral Annayeva, who was deported from the United Arab Emirates to Turkmenistan together with her two minor children. The report also presents other documented cases of transnational repression that, according to the Dayanç Human Rights Platform of the Civil Movement, require sustained international attention. A separate section of the report examines the situation of citizens of Turkmenistan who remain at risk of transnational repression and continue to require international protection. The Dayanç Human Rights Platform of the Civil Movement will also present a number of practical recommendations to the OSCE and its international partners. These include strengthening international monitoring of transnational repression against citizens of Turkmenistan, ensuring full compliance with the principle of non-refoulement, supporting independent investigations into alleged enforced disappearances, developing humanitarian protection mechanisms for individuals at risk, and ensuring that citizens of Turkmenistan are able to obtain and renew passports through Turkmen diplomatic missions in accordance with Article 29(3) of the Law of Turkmenistan on Migration, the Constitution of Turkmenistan, and the country's international human rights obligations. The Dayanç Human Rights Platform of the Civil Movement believes that bringing these issues before the OSCE will contribute to increasing international awareness of transnational repression against citizens of Turkmenistan, strengthening protection for those persecuted for the peaceful exercise of their fundamental rights and freedoms, and enhancing international cooperation aimed at preventing similar human rights violations in the future.
