Statement On behalf of the Human Rights Platform of the Civil Movement “Dayanç / Turkmenistan” Addressed to the Diplomatic Representatives of Turkmenistan in the Republic of Türkiye and the Ministry of Foreign Affairs of Turkmenistan Subject: Demand to Initiate Official Requests to the Competent Authorities of the Republic of Türkiye Regarding the Disappearance of Turkmen Citizens Alisher Sahatov and Abdulla Orusov Dear Representatives of the Ministry of Foreign Affairs of Turkmenistan, Dear Diplomatic Representatives of Turkmenistan in the Republic of Türkiye, The Human Rights Platform of the Civil Movement “Dayanç / Turkmenistan” hereby addresses you concerning the deeply alarming situation surrounding the disappearance of Turkmen citizens Alisher Sahatov and Abdulla Orusov, who went missing on 24 July 2025 on the territory of the Republic of Türkiye upon leaving the Edirne Removal Center. According to available information, the aforementioned individuals left or were taken from the premises of the removal center, after which their whereabouts have remained unknown to this day. A significant period of time has passed since their disappearance; however, neither their families, nor the public, nor representatives of civil society have received transparent and reliable information regarding the progress of the investigation, the circumstances of their disappearance, or their current whereabouts. Given that Alisher Sahatov and Abdulla Orusov are citizens of Turkmenistan, the diplomatic and consular authorities of Turkmenistan are obligated to take all lawful measures necessary to protect the rights and legitimate interests of their citizens abroad. In light of the above, we hereby DEMAND: 1. That official diplomatic requests be submitted without delay to: The Ministry of Foreign Affairs of the Republic of Türkiye; The Presidency of Migration Management of Türkiye; The Provincial Directorate of Migration Management of Edirne; The Ministry of Justice of the Republic of Türkiye; The Ministry of Interior of the Republic of Türkiye; And other competent law enforcement and investigative authorities of Türkiye, requesting the following information: Full official information regarding the status of the investigation into the disappearance of Alisher Sahatov and Abdulla Orusov; Information on all actions taken by Turkish authorities since 24 July 2025; Information concerning any detention, transfer, handover, deportation, or other movement of the aforementioned individuals; The procedural status of the investigation and information regarding the officials responsible. 2. That separate requests be made to secure and obtain: All surveillance camera recordings from the Edirne Removal Center covering the period of the departure/removal of Alisher Sahatov and Abdulla Orusov on 24 July 2025; Surveillance footage from the surrounding exterior area of the center; Traffic and municipal surveillance camera recordings from the presumed route of their movement. 3. That the families of the missing persons and the public be informed of the diplomatic actions undertaken and official responses received, to the extent consistent with the integrity of the investigation. Failure by the diplomatic authorities of Turkmenistan to take active measures to protect their own citizens who disappeared under highly concerning circumstances on the territory of a foreign state will be regarded as a failure by the State to fulfill its fundamental obligations toward Turkmen citizens abroad. We emphasize that this is not a political issue, but rather a matter concerning two missing Turkmen citizens, whose families have been deprived for many months of their right to know their fate. A transparent, impartial, and effective investigation into this matter is in the interests of: The families of the missing persons; Society as a whole; International law; And the State of Turkmenistan itself, which is obligated to protect its citizens regardless of their views or beliefs. We urge you to act without delay.
