Silence Amid Escalation: Where Is the Official Position of the Turkmen Authorities on the Safety of Citizens in Iran and Dubai?

The Human Rights Platform of the Civic Movement “DAYANÇ” / Turkmenistan, after monitoring the activities and official resources of Turkmenistan’s diplomatic missions in Iran and Dubai, is compelled to state that there is a complete absence of official information for Turkmen citizens amid the rapidly escalating military conflict in the region. The armed confrontation between Iran, Israel, and the United States has entered its second day. Reports indicate retaliatory strikes on military targets, as well as attacks affecting civilian infrastructure, including facilities in Dubai. In such circumstances, risks for civilians inevitably increase. Despite this situation, the official platforms of Turkmen diplomatic missions contain no safety warnings, no emergency instructions, no recommendations for citizens, and no information regarding possible evacuation measures. The right to safety and timely information is a fundamental right. The state has a duty to take preventive measures to protect its citizens abroad, especially in conditions of military instability. The Human Rights Platform “DAYANÇ” / Turkmenistan emphasizes that: Diplomatic missions are obligated to promptly inform citizens about potential risks; Emergency contact information must be clearly provided; Possible evacuation mechanisms or consular assistance procedures should be explained; State media must communicate the official position and safety recommendations to the public. Silence in the face of military escalation cannot be interpreted as neutrality. It creates additional uncertainty and increases anxiety among citizens. The life and safety of citizens are not secondary matters. They are a direct obligation of the state, grounded in its constitutional and international responsibilities. The Human Rights Platform of the Civic Movement “DAYANÇ” / Turkmenistan calls on the authorities to immediately issue an official statement, provide clear instructions to citizens, and ensure real consular support in this high-risk region. Human safety must be a priority of state policy.
