Reports Emerge of Brutal Killing of Stray Dogs in Turkmenbashi

The Human Rights Platform of the Civil Movement “Dayanç / Turkmenistan” has received information from an independent source regarding the cruel treatment of stray animals in the city of Turkmenbashi. According to eyewitness reports, mass capture and killing of stray dogs has once again begun in the city. Sources state that the animals are being killed using extremely violent methods — they are reportedly beaten, strangled, injured with metal objects, and killed openly in public view. It is also reported that specialized vehicles are being used during these operations. Witnesses are urging local residents not to remain indifferent and, whenever possible, to help protect the animals from violence. Particular concern arises from the fact that such incidents are not occurring for the first time. Despite existing regulations and official statements regarding humane treatment of animals, residents say that these standards are not being respected in practice. Cruelty toward animals is not only a moral issue, but also an indicator of the overall level of humanity and social responsibility within a society. In many countries, such actions are considered criminal offenses and provoke strong public condemnation. We believe that the issue of stray animals should be addressed through civilized and humane methods, including: the creation of animal shelters; sterilization programs; vaccination campaigns; involvement of veterinary services; public education and awareness programs. The violent killing of animals cannot be considered an acceptable solution to the problem. The Human Rights Platform of the Civil Movement “Dayanç / Turkmenistan” calls for: urgent attention to the situation in Turkmenbashi; an immediate end to cruelty against animals; an independent review of the reported information; the implementation of humane methods for managing stray animal populations. Any society is judged not only by official statements, but also by how it treats the most vulnerable.
