Millions of Cubic Metres of Gas — Thousands of Labour Migrants: Turkmenistan’s Two Realities Turkmenistan’s official media have reported new production results from the Magtymguly gas field in the Turkmen sector of the Caspian Sea. Production well A8 has yielded a daily flow of more than 1.3 million cubic metres of natural gas and approximately 130 tonnes of gas condensate. According to Business Turkmenistan, over the past 30 years, five modern platforms have been built and around 40 exploration, appraisal and production wells have been drilled in Turkmenistan’s sector of the Caspian Sea and its coastal zone. Joint operations have produced more than 44 billion cubic metres of gas and 16 million tonnes of liquid hydrocarbons. Further development of offshore blocks is also planned. These figures are impressive. But alongside this energy success exists a very different reality — the everyday lives of ordinary citizens. If a country has been producing and exporting enormous volumes of natural gas for decades, how should its citizens be living? Natural-resource wealth can provide quality healthcare and education, decent salaries and pensions, social protection, modern infrastructure and employment opportunities. Yet many citizens of Turkmenistan are forced to seek work abroad. They become labour migrants, families are separated, parents spend years away from their children, and people search for economic stability outside their own country. This creates a striking contrast: billions of cubic metres of gas produced, while citizens are compelled to leave their resource-rich homeland in search of work. The question, therefore, is not only how much gas is being produced. Another question is equally important: What tangible benefit do citizens receive from their country’s natural wealth? Where do the revenues go, and to what extent are they reflected in people’s standard of living? The citizens of Turkmenistan themselves are best placed to answer these questions.
