Central Asia Declared “Not Free”: A Concerning Signal for Human Rights

The Human Rights Platform of the Civil Movement “DAYANÇ” / Turkmenistan expresses serious concern over the results of the latest Freedom House ranking, in which all Central Asian countries have been classified as “Not Free.” The report notes that Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan demonstrate systemic restrictions on citizens’ rights and freedoms. The main reasons include pressure on independent media, restrictions on civil society, the absence of genuine political competition, and a high concentration of power. According to the published data, Kazakhstan scored 23 out of 100, Kyrgyzstan — 26, although even it has lost its reputation as a relatively more open system. Uzbekistan received 12 points, Tajikistan — 5, while Turkmenistan ranked among the worst countries in the world with only 1 point. Particularly alarming is the situation in Turkmenistan, where, in practice, there are no effective mechanisms for protecting human rights within the country. Citizens face systemic discrimination based on nationality, region, language, ethnicity, and gender. Independent journalism is suppressed, while civil activists and human rights defenders are subjected to pressure, persecution, humiliation, and restrictions on fundamental freedoms. It is important to emphasize that in the countries of the region there are no real instruments to combat discrimination and human rights violations at the state level. Moreover, in many cases, state institutions themselves become the source of these violations. We believe that such assessments by international organizations must not remain mere statistics. This is a clear signal to the international community about the need to increase attention to the region, support civil society, and protect those who continue to fight for justice.
