ANATOMY OF A SYSTEM: WHEN FAMILY CONNECTIONS MAY PROVE STRONGER THAN THE LAW Today, we once again raise the case of Jeren Altyyeva and her minor daughter, Ogulnur Pelvanova. The mother is demanding an investigation into allegations of violence against her child. Yet instead of an effective investigation and protection, the victims say that they themselves are being subjected to pressure. Why? Let us examine the family connections that have been reported to us. FAMILY CONNECTIONS SAHI and HUDAYBERDI ➡️ biological brothers SAHI ⬇️ father of GULSHAT MAMMEDOVA ➡️ Häkim of the city of Arkadag HUDAYBERDI ⬇️ father of HURSOLTAN HURSOLTAN ⬇️ mother of MESGEN AKMAMMEDOV In other words: Sahi and Hudayberdi are brothers. Sahi is the father of Gulshat Mammedova. Gulshat Mammedova is the Häkim of the city of Arkadag. Hudayberdi is the father of Hursoltan. Hursoltan is the mother of Mesgen Akmammedov. And this raises a serious question: COULD THIS BE THE VERY REASON WHY THE VICTIMS HAVE BEEN UNABLE TO OBTAIN JUSTICE? We are not claiming that Gulshat Mammedova interfered in the investigation. However, it is the responsibility of the state to determine whether anyone used her name, official position, family connections, or administrative influence. Because today we see a deeply troubling sequence: ALLEGATIONS OF VIOLENCE AGAINST A CHILD ⬇️ FAMILY CONNECTIONS TO A HIGH-RANKING OFFICIAL ⬇️ NO EFFECTIVE INVESTIGATION ⬇️ THE VICTIMS REPORT BEING SUBJECTED TO PRESSURE This is the anatomy of the system. That is why today we demand not verbal explanations, but concrete answers: Who is putting pressure on Jeren Altyyeva and Ogulnur Pelvanova? Why have their allegations not received a proper and independent investigation? Has the possible use of family ties and official influence been investigated? Why must a mother who is trying to protect her child also have to fight the system? If family connections have played no role in this case — prove it through an independent investigation. If anyone has used their official position, family name, or influence to protect relatives, that person must be held accountable regardless of their position. WE DEMAND: PROTECT JEREN AND OGULNUR! STOP THE PRESSURE! INVESTIGATE THE ALLEGATIONS OF VIOLENCE! INVESTIGATE POSSIBLE INTERFERENCE! And our main question to the authorities of Turkmenistan is: WHO CARRIES MORE WEIGHT BEFORE THE LAW — A CHILD WHO IS A VICTIM, OR INFLUENTIAL FAMILY CONNECTIONS? The law must apply equally to everyone. Family connections must not grant immunity. Public office must not become a shield from justice.
